Infrastrukturni program Univerze na Primorskem (UP) zagotavlja osnovno strukturno povezljivost vsebinsko zelo različnih raziskovalnih skupin znotraj UP, saj je bila to ob ustanovitvi Univerze na Primorskem edina možnost vzpostavitve infrastrukturnega financiranja. Ob ustanovitvi UP je bila prioriteta razvoja Univerze ustanovitev naravoslovja in tehnike kot samostojnih študijskih programov. Ker je temelj teh študijev eksperimentalno raziskovalno delo, je v začetku Infrastrukturni program nastajal na raziskovalnem inštitutu, interdisciplinarno. Tudi ob kasnejšem razvoju se je taka interdisciplinarnost izkazala kot kompetitivna prednost, predvsem kot inovativno interdisciplinarno povezovanje znanstveno raziskovalno komplementarnih interdisciplinarnih študij znotraj UP. Univerza s tem programom znotraj svojih članic, pa tudi širše v slovenskem, predvsem pa v mednarodnem prostoru, tako interdisciplinarnost uveljavlja v znanstveni odličnosti, odmevnih objavah, novih znanstvenih sodelovanjih, številnih mednarodnih odmevnih konferencah, novih pobudah in projektih. Prva oz. ena temeljnih skupin Infrastrukturnega programa (IP) znotraj UP je bilo področje aplikativnega naravoslovja, ki je na začetku delovanja vključevalo raziskave s področja agroživilstva, biodiverzitete in mediteranskih kultur. To področje se kontinuirano razvija in že dosega vrhunske rezultate, tudi na področju molekularno bioloških tehnik, ki jih raziskovalci uvajajo v svoje raziskave. Prav na tem področju je infrastrukturni program omogočil vzdrževanje in razvoj laboratorijev in sistemov, ki predstavljajo temelj za naslednjo generacijo razvoja področja in potencialni prodor v svetovni vrh. Danes je to oddelek FAMNIT, ki vključuje tudi vrhunske nove skupine, kot so Laboratorij za bioinformatiko, laboratorij za jezikovne tehnologije, interakcijo človek-računalnik, potopitvene analitike, preučevanja kognitivnih in vedenjskih procesov. Ta oddelke danes predstavlja eno najbolj interdisciplinarnih skupin v IP UP. Pomembne prelomnice in pridobitve v razvoju IP UP so bile ustanovitve in pridružitve k IP oddelka za tehnologijo, psihologijo in preučevanja zdravja. Po vsebinah se jim je pridružila tudi skupina raziskovalcev s Fakultete za vede o zdravju. Z vključitvijo oddelka za tehnologijo je IP pridobil vrhunsko opremljeno raziskovalno skupino s številnimi raziskovalci in s številnimi projekti, ki jih pridobivajo globalno. Oddelek za tehnologijo je tudi eden od oddelkov z najbolj mednarodno zasedbo, saj raziskovalci izvirajo praktično z vseh celin. Prav ta mednarodna dimenzija delovanja oddelka povečuje odmevnost oddelčnih projektov in odmevnost raziskovalnih rezultatov ter omogoča večjo sekundarno vpetost v mednarodne projekte. Pomemben sklop raziskav, ki je porazdeljen na področju zdravstvenih ved med psihologijo, preučevanje zdravja in zdravstvenimi vedami, raziskovalci izvajajo večinoma kot interdisciplinarne in inovativne raziskave zdravja. Te raziskave predstavljajo tudi temelj nekaterim fakultetnim študijem, programskim skupinam, centrom in projektom. Vsekakor je to področje raziskav, ki bo v prihodnjih letih zajemalo pomemben del aktivnosti IP. Najmlajši oddelek IP UP predstavljajo raziskovalne enote s Fakultete za humanistične študije, Inštitut za medkulturne študije (IMŠ), Inštitut za arheologijo in dediščino (IDS) ter Založba Univerze na Primorskem. Primerljivo z drugimi raziskovalnimi enotami so tudi humanistični programi multidisciplinarni, dejavnost Založbe pa pokriva izdajateljske vsebine številnih raziskovalnih skupin, disciplin in izdajateljskih oblik. UP je kot najmlajša državna Univerza s samo enim infrastrukturnim programom z omejenim financiranjem postala raziskovalna ustanova s številnimi novimi mednarodnimi projekti. Kot taka izkazuje relativno največji potencial rasti znanstvenega raziskovanja in akademske odličnosti v slovenskem prostoru na več znanstvenih področjih in disciplinah ter dodatno utrjuje svojo pozicijo in svojo rast na svetovnih lestvicah uspešnosti univerz. Kot taka tudi pomembno in izdatno pripomore k svetovni prepoznavnosti slovenske znanosti in univerzitetnega izobraževanja in raziskav. Infrastrukturni program predstavlja osnovo za krepitev odličnosti sedaj že globalno uveljavljenih raziskovalnih skupin znotraj UP, predstavlja pa tudi podporo obetavnim novim pod-področjem ter raziskovalcem s potencialnimi nadpovprečnimi raziskovalnimi rezultati in uveljavitvami. Tako delovanje predstavlja tudi večjo možnost za pospešitev mednarodnega raziskovalnega povezovanja z namenom doseganja vrhunskih rezultatov ob njihovem napredovanju. Cilj širitve Infrastrukturnega programa je povečanje znanstveno-raziskovalne aktivnosti pri večji skupini raziskovalcev na področjih, ki doslej na UP še niso bila ustrezno uveljavljena v mednarodnem prostoru. S širitvijo programa predvidevamo spodbujanje znanstvene produkcije, raziskovalne mobilnosti in raziskovalne projektne dejavnosti v različnih oblikah, glede na posebnosti posamezne raziskovalne vede in v skladu z načeli odprte znanosti.
S širitvijo želimo dosegati pomembne Strateške cilje na področju srednjeročnega razvoja UP na poti k raziskovalni odličnosti v naslednjih točkah:
1.) Okrepitev odličnosti globalno že uveljavljenih raziskovalnih skupin, projektov in programov, podpora obetavnim, nadpovprečnim raziskovalcem ter pospešitev mednarodnega raziskovalnega povezovanja z namenom doseganja vrhunskih rezultatov, poglobitvi obstoječih in ustvarjanje novih povezav s priznanimi raziskovalnimi inštituti iz tujine,
2.) Razvoj inovativnih interdisciplinarnih raziskovalnih področij, podpora razvojnim projektom in programom ter preboj v odličnost, vključno s spodbujanjem raziskovalcev k prijavam na domače projektne razpise in mednarodne, kot je ERC, podpora mednarodnim projektom in programom,
3.) Spodbujanje znanstvene produkcije, raziskovalne mobilnosti in raziskovalne projektne dejavnosti glede na posebnosti posamezne raziskovalne vede in v skladu z načeli odprte znanosti,
4.) Zagotavljanje kadrovskih, finančnih in infrastrukturnih pogojev za izvajanje znanstveno-raziskovalne dejavnosti sedanjih in bodočih raziskovalcev, ki bo omogočilo raziskovalno delovanje tujih raziskovalcev, ki pridobijo financiranja npr. v okviru razpisov kot je MSCA,
8.) Okrepitev sodelovanja in vzpostavitev novih partnerstev z gospodarstvom in uporabniki znanja v lokalnem, nacionalnem in mednarodnem okolju,
10.) Okrepitev kakovosti in globalnega dosega mednarodnega partnerstva, tudi z ukrepi kot je popularizacija znanosti znotraj gospodarstva, lokalne skupnosti in mednarodnega povezovanja.
Za uresničevanje navedenih srednjeročnih ciljev bo potrebno infrastrukturno skupino okrepiti in najti dodatne vire financiranja, saj že obstoječa izvedba pomembno presega trenutne vire za posamične dele programa in obstoječe oddelke. Graditev znamke znanstvene odličnosti UP in promocija v tujini uspešno poteka že vse od ustanovitve UP pred dobrimi dvajsetimi leti. V zadnjih letih ta uveljavitev poteka pospešeno, vpetost v raziskave pa postaja vse pomembnejši element razvoja UP. Pomemben aspekt delovanja IP UP je tudi vpetost programov v lokalno in državno skupnost. Člani infrastrukturnega programa že sedaj dobro sodelujejo pri podpori državnim in vladnim organom pri oblikovanju strategij razvoja na posamičnih področjih, iskanju novih rešitev in mednarodnih povezav, ki nedvomno vodijo k večji konkurenčnosti naše raziskovalne, pa tudi gospodarske sfere ter tudi prepoznavnosti Slovenije nasploh. Potencialno razširjeni Infrastrukturni program UP bo tako poleg večje prepoznavnosti prispeval tudi k znanstveni odličnosti tako UP kot tudi slovenske raziskovalne sfere.

The Infrastructure Programme of the University of Primorska (UP) provides the basic structural connectivity of highly diverse research groups within UP, as this was the only viable option for establishing infrastructure funding at the time of the University of Primorska’s establishment. At the establishment of UP, the University’s development priority was the establishment of natural sciences and engineering as independent study programmes. Since the foundation of these fields of study is experimental research, the Infrastructure Programme initially developed within a research institute and on an interdisciplinary basis. This interdisciplinarity has also proven to be a competitive advantage in the subsequent development of the programme, particularly through innovative interdisciplinary integration of scientifically and research-complementary interdisciplinary fields of study within UP. Through this programme, the University promotes interdisciplinarity within its member institutions, as well as more broadly within Slovenia and, in particular, internationally, thereby contributing to scientific excellence, high-impact publications, new scientific collaborations, numerous internationally prominent conferences, and new initiatives and projects.One of the first and fundamental groups within the Infrastructure Programme (IP) at UP was the field of applied natural sciences, which at the beginning of its operation included research in agri-food sciences, biodiversity, and Mediterranean crops. This field has continued to develop and is already achieving excellent results, including in the field of molecular biological techniques, which researchers are increasingly incorporating into their research. In this particular field, the Infrastructure Programme has enabled the maintenance and development of laboratories and systems that form the basis for the next generation of development in the field and for a potential breakthrough into the global research arena. Today, this is the Department of FAMNIT, which also includes outstanding new research groups, such as the Bioinformatics Laboratory, the Language Technologies Laboratory, Human-Computer Interaction, Immersive Analytics, and research into cognitive and behavioural processes. Today, this department represents one of the most interdisciplinary groups within the IP at UP. Important milestones and developments in the IP at UP included the establishment of, and subsequent integration into the IP of, the departments for technology, psychology, and health research. In terms of their research content, they were also joined by a group of researchers from the Faculty of Health Sciences. With the inclusion of the Department of Technology, the IP acquired a highly equipped research group comprising numerous researchers and a substantial portfolio of projects obtained at the global level. The Department of Technology is also one of the departments with the most international composition, as its researchers originate from virtually all continents. This international dimension of the department’s activities increases the visibility and impact of its projects and research results, while also enabling greater secondary involvement in international projects. An important body of research distributed across the fields of health sciences, psychology, health research, and health sciences more broadly is conducted by researchers primarily as interdisciplinary and innovative health research. This research also provides the foundation for certain faculty study programmes, programme groups, centres, and projects. This is certainly a field of research that will account for a significant share of IP activities in the coming years. The youngest component of the IP at UP is represented by the research units of the Faculty of Humanities, namely the Institute for Intercultural Studies (IMŠ), the Institute for Archaeology and Heritage (IDS), and the University of Primorska Press. Similarly to other research units, the humanities programmes are multidisciplinary, while the activities of the University Press cover the publishing needs of numerous research groups, disciplines, and publishing formats. As the youngest public university in Slovenia, with a single Infrastructure Programme and limited funding, UP has developed into a research institution with numerous new international projects. As such, it demonstrates comparatively the greatest potential for growth in scientific research and academic excellence within Slovenia across several scientific fields and disciplines, while further consolidating its position and growth in global university rankings. It therefore also makes a significant and substantial contribution to the global visibility of Slovenian science, university education, and research.The Infrastructure Programme provides the foundation for strengthening the excellence of research groups within UP that have already achieved global recognition. At the same time, it provides support for promising new sub-fields and researchers with the potential to achieve above-average research results and international recognition. Such an approach also creates greater opportunities for accelerating international research collaboration with the aim of achieving outstanding results as researchers and research groups advance.The objective of expanding the Infrastructure Programme is to increase scientific research activity among a larger group of researchers in fields that have not yet achieved an adequate level of international recognition at UP. Through the expansion of the programme, we envisage promoting scientific output, research mobility, and research project activities in various forms, taking into account the specific characteristics of individual research disciplines and in accordance with the principles of open science.
Through this expansion, we aim to achieve important strategic objectives in the area of UP’s medium-term development on its path towards research excellence, as follows:
1.) Strengthening the excellence of globally established research groups, projects, and programmes; supporting promising and above-average researchers; and accelerating international research collaboration with the aim of achieving outstanding results, deepening existing links, and establishing new partnerships with recognised research institutes abroad.
2.) Developing innovative interdisciplinary research fields, supporting development projects and programmes, and achieving breakthroughs in excellence, including by encouraging researchers to apply for national project calls and international funding programmes such as the ERC, as well as supporting international projects and programmes.
3.) Promoting scientific output, research mobility, and research project activities in accordance with the specific characteristics of individual research disciplines and the principles of open science.
4.) Ensuring the human-resource, financial, and infrastructural conditions required for the implementation of scientific research activities by current and future researchers, thereby enabling the research activities of foreign researchers who obtain funding, for example, through calls such as MSCA.
8.) Strengthening cooperation and establishing new partnerships with industry and knowledge users at the local, national, and international levels.
10.) Strengthening the quality and global reach of international partnerships, including through measures such as the promotion and popularisation of science within industry, local communities, and international networks.
To achieve the aforementioned
medium-term objectives, it will be necessary to strengthen the infrastructure
group and identify additional sources of funding, as the existing scope of
activities already significantly exceeds the current resources available to
individual components of the programme and existing departments.
Building the University of Primorska’s reputation for scientific excellence and promoting it abroad has been successfully pursued since the establishment of UP more than twenty years ago. In recent years, this recognition has been developing at an accelerated pace, while involvement in research has become an increasingly important element of UP’s development. An important aspect of the activities of the IP at UP is also the integration of its programmes into the local and national communities. Members of the Infrastructure Programme already cooperate extensively in supporting state and governmental bodies in the development of strategies in individual fields, identifying new solutions, and establishing international connections. These activities undoubtedly contribute to greater competitiveness in both the research and economic sectors, as well as to the overall visibility and recognition of Slovenia.The potentially expanded Infrastructure Programme of UP will therefore, in addition to increasing visibility, contribute to the scientific excellence of both the University of Primorska and the Slovenian research sector as a whole.
